Devil Fruits are the primary means to obtain an incredible amount of power in a short period of time. But there is a discrepancy between these objects, due to which some of them are stronger than others. In either case, to fully utilize the power of Devil Fruits, an individual must train with it.

Some One Piece characters manage to go beyond their limits and master their Devil Fruits. This allows them to come up with new and stronger attacks. However, not every individual manages to gain full control over their Devil Fruit. In fact, some of the most powerful One Piece characters have yet to master their powers completely.

6. Monkey D. Luffy

Still Suffers From Drawbacks Of Gear Fifth

Monkey D. Luffy is the main protagonist of the series. He is the captain of the Straw Hat Pirates and one of the Four Emperors of the Sea. Luffy aims to become the King of Pirates, and for that, he needs to defeat the strongest characters in One Piece. Luffy is able to use all three types of Haki, which makes him part of an exclusive list.

In addition to Haki, Luffy also possesses the Hito Hito no Mi, Model Nika, which is a Mythical Zoan-type Devil Fruit. It allows him to tap into the power of the ancient Sun God. Luffy awakened his Devil Fruit by accident during the fight against Kaido. He was knocked unconscious by Kaido’s attack, which allowed Nika to take over. While Luffy can tap into the power at any time, he cannot use Gear 5th for an extended period of time. Furthermore, he suffers from severe drawbacks after using Gear 5th. For now, it is safe to assume that Luffy still lacks some control over the Devil Fruit.

5. Sabo

Hasn’t Had Enough Practice With His Devil Fruit

Sabo is the chief of staff of the Revolutionary Army. He made a name for himself at a very young age, which has led the World Government to try and get rid of him many times. Like his brothers, Sabo is a kind person who cares about the well-being of others. He is always ready to throw himself in the face of danger to protect others.

He has a great degree of control over Haki, which allows him to take on several opponents at the same time. Sabo ate the Mera Mera no Mi in the Dressrosa arc, and it gave him the power to control fire. Due to not having used the Devil Fruit for a long period, Sabo’s control over it is not on the same level as some of the other individuals in One Piece. Thankfully, there is still time for him to improve and master its power completely.

4. Van Augur

Admitted To A Lack Of Mastery

Van Augur is one of the Ten Titanic Captains of the Blackbeard Pirates. He is the sniper of the crew and is known for having excellent aim. Before the time-skip, he could be seen shooting down birds from afar without any difficulty. With time, Van Augur’s sniping skills have improved.

After the time-skip, he got his hands on the Wapu Wapu no Mi. The Devil Fruit allows him to instantly warp to the location of his choice. Van Augur’s ability is indubitably strong, but he has admitted that he has yet to master it completely. However, it won’t take long for a person of his caliber to get the hang of the power.

3. Momonosuke

Still Lacks Experience

Momonosuke is the current Shogun of Wano. He endured a lot of hardships, but he persevered and managed to become one of the most respected characters in the series. Momonosuke became a Devil Fruit user after eating the artificial Devil Fruit created by Vegapunk using Kaido’s Lineage Factor. Momonosuke’s dragon form is similar to Kaido’s, with the only difference being in color. He can turn into a pink dragon, while Kaido becomes an Azure dragon.

Momonosuke was unable to use his power properly for a long period of time. However, he finally got some control during the raid on Onigashima. He was able to create fire clouds that helped him prevent the island from falling on the Flower Capital. While Momonosuke has come a long way, he is nowhere near mastering his Devil Fruit ability.

2. Buggy

Completely Ignores His Devil Fruit

Buggy is one of the Four Emperors and the leader of the Cross Guild. He has managed to trick the entire world into believing that he is a dangerous pirate. But the reality is something else. Buggy has managed to rise through the world with the help of his past allegiances and misunderstandings.

Buggy is indubitably a weak person, but he possesses a solid Devil Fruit. Unfortunately, Buggy hasn’t spent enough time learning its true powers. Given that the story is close to its end, there is not much chance that Buggy is going to master his Devil Fruit.

1. X-Drake

Hasn’t Awakened The Devil Fruit

X-Drake is a member of SWORD, a top-secret organization within the Marines. Anyone who is affiliated with SWORD is given the freedom to make decisions that they would normally have to seek permission for. X-Drake exercised this power and joined the Beasts Pirates to gather more intel.

However, in the Wano Country arc, it became evident that he was nowhere near the level of some of the characters involved in the war. X-Drake possesses an Ancient Zoan-type Devil Fruit, but he has not managed to awaken it.
